Although FHTCs and automation systems are largely installed and water supply with chlorination is operational in two habitations, significant deficiencies remain in leakage rectification, pressure management, OHT hydrotesting, civil/campus works, calibration, SCADA integration, safety provisions, and the pending OHT honeycomb NC. All open NCs and deficiencies should be rectified, tested, and duly verified before final commissioning and O&M handover.

• Automation & Chlorination: -Automation System was found functional, but Calibration was not done & Chlorine was in function. All Installed Automation Equipment were Successfully displayed on the SCADA/HMI Platforms.
• Water is being supplied through OHT and chlorination unit functional during site inspection.
• Water is being supplied only for 2 Habitation out of 3 habitations, with chlorination treatment.
• Water is being Supplied by OHT, Hydrotest of OHT has not been Performed.
Campus development: - Campus development is not done but Housekeeping is required.

In addition, the automation and SCADA systems are not functional, the chlorine dosing system is not demonstrating the approved dosing level, and essential testing, calibration, earthing, lightning protection, and documentation remain incomplete.

After completion of all rectification works, the scheme should undergo a joint re-inspection and functional performance test by the Executing Agency/TKC, TPI, and UPJN Engineer. The O&M handover should be considered only after satisfactory closure of all observations, successful commissioning, verification of water supply in all intended habitations, confirmation of proper chlorination and pressure, and submission of all requisite technical documents and test certificates.

Based on the site inspection and the observations recorded under the Distribution Pipeline & FHTC, Pump House, OHT, Boundary Wall & Campus Development, and E&M works, it is observed that several important construction, finishing, testing, documentation, and functional works are still incomplete or require rectification.
After completion of the above rectification works, the scheme should be jointly re-inspected and functionally tested by the concerned TKC/Executing Agency, TPI, and UPJN Engineer. Transfer to the O&M Phase may be considered only after satisfactory verification of the completed works, successful functional testing, submission of all required documents, and confirmation that the scheme is capable of providing continuous and safe water supply to all intended habitations.

Key issues include incomplete connectivity to the second revenue village due to pending forest permission, low tail-end pressure, incomplete FHTC works, non-functional/incomplete SCADA and chlorination interlocks, absence of required flow-metering and earthing provisions, and various defects in the pump house.
